Why This Document Exists
The platform's Open Issues Registry tracks items where analytical depth or operational specifics require expertise the platform's lead author appropriately defers to outside experts. As of v3.1.10, eleven of these items are recorded as OPEN with external-help acknowledgment per the Item Status criterion established in an earlier iteration. The acknowledgment indicates that an external-review path has been documented; what remains is to actually initiate engagement with appropriate experts. This document provides the structured framework for that engagement: target reviewer profiles, specific questions the platform needs answered, scope and time-commitment expectations, output formats expected, and outreach templates for each engagement kind.
Audience. Primary audience: the platform's lead author, when preparing or executing outreach to specific external reviewers. Secondary audience: external reviewers themselves, when evaluating whether to engage with the platform; the document provides clarity on what each engagement involves before any commitment is made. Tertiary audience: third parties (funders, institutional partners) who want to understand the platform's external-engagement discipline as an indicator of analytical responsibility.
What this document is and is not. This document specifies what the platform asks of external reviewers and what the platform offers in return. It does not commit specific external reviewers to engagement; outreach is a separate execution activity. It does not substitute for the actual external review; the documented engagement path is the precondition for review, not the review itself. It does not change the OPEN status of any Section 47 item; status changes only when external review is completed or a substantive update is made to platform analysis based on review feedback.
Four Kinds of External Engagement
The eleven OPEN external-expertise items fall into four structurally distinct engagement kinds. The kinds differ in what the platform asks of the reviewer, what the reviewer produces, and what relationship the engagement establishes. Distinguishing among them clarifies the outreach approach appropriate to each.
Kind A: Validation of existing response frameworks
Six items (RESEARCH-1 through RESEARCH-6) have response frameworks already developed in OIR Section 52, drawing on the lead author's analytical work synthesizing published research. Each response framework is documented in Section 52 with quantitative ranges, reference precedents, and architectural treatment. The engagement need for these items is expert validation: a credentialed expert reviews the response framework, identifies analytical errors or oversimplifications, suggests refinements, and either endorses the framework or specifies what additional analysis would be needed for endorsement. This is the lightest engagement kind in time-commitment terms because the analytical work is already done; the expert's role is review, not new development.
Kind B: Depth-development for persona-surfaced items
Three items (PERSONA-SIG-3, PERSONA-SIG-4, PERSONA-SIG-5) were surfaced by v3.1.8 persona simulations and identify analytical depth gaps that require new development beyond what the lead author can substantiate. Healthcare provider payment rate-setting mechanism specification needs healthcare-economics expertise to engage credibly; direct tax clause analysis for the wealth-surcharge architecture needs constitutional law expertise; Sovereign Fund investment policy framework needs institutional-investor expertise. The engagement need is substantive development: the expert produces analysis or a framework that becomes part of the platform's documentation (with appropriate attribution). This is a heavier engagement kind because the expert is producing output, not just validating.
Kind C: Independent mathematical audit
One item (PROCESS-3) requires independent audit of the platform's mathematical models per audit standards documented in OIR Section 54 (Chartered Financial Analyst standards, International Swaps and Derivatives Association reference frameworks, Federal Reserve SR 11-7 model risk management guidance). Audit commissioning is procedurally distinct from expert review: it involves engaging a qualified audit firm (rather than an individual academic), with formal scope-of-work definition, defined audit categories, and a structured audit report as deliverable. The engagement is more operational than intellectual; the firm executes the audit according to professional standards rather than developing new analysis.
Kind D: Government-to-government consultation
One item (ITEM79-Q3) addresses tribal nation lands handling in the Federal Infrastructure Fee architecture and requires actual government-to-government consultation with tribal nations. This is qualitatively distinct from academic or professional engagement because it involves sovereign governments engaging with platform proposals through their established consultation frameworks (referencing Executive Order 13175, the National Historic Preservation Act Section 106, the National Environmental Policy Act, the Indian Self-Determination Act, and the Indian Child Welfare Act). The engagement is governmental, not expert-academic; outreach patterns and time horizons are correspondingly different.
Validation Tracks (Kind A): RESEARCH-1 through RESEARCH-6
Each validation-track item has an existing response framework in OIR Section 52 that the platform asks an expert to review. The expert's output is a structured response: framework assessment (sound, sound-with-refinements, requires-significant-revision, or unsupportable), specific refinements suggested, and indication of whether expert endorsement is offered. The platform commits to incorporating expert refinements into the next iteration's documentation with attribution. Time commitment is typically four to eight hours total: review of Section 52 entry plus one or two related platform documents, synthesis, and structured response. This time-commitment estimate is intentionally light to maximize willingness to engage; deeper engagement is welcomed but not required.
RESEARCH-1: Federal Reserve and monetary policy interaction
Target reviewer: monetary economist with central-bank or academic credentials, ideally familiar with sovereign wealth fund interaction with monetary policy (the Norway Government Pension Fund Global model is the platform's structural reference). Reviewer reads the OIR Section 52 RESEARCH-1 response framework plus the Federal Fiscal Impact Analysis Sovereign Fund sections. Specific questions: does the response framework's three-scenario treatment of Sovereign Fund coexistence with conventional monetary policy reflect current monetary economics consensus? Are there mechanisms by which fund operations would constrain or distort monetary policy that the framework does not surface? Is the Norway analogue used appropriately given differences in scale and political structure?
RESEARCH-2: Housing market interaction analysis
Target reviewer: housing economist with academic or policy-research credentials, ideally with experience in housing-supply elasticity modeling. Reviewer reads the OIR Section 52 RESEARCH-2 response framework plus the Section 8 Housing and Federal Housing Assistance document. Specific questions: do the three quantified channels (income effects on demand, supply constraints, regional variation) capture the most important housing-market interaction mechanisms? Are the elasticity ranges reasonable given current empirical work? Are there second-order effects (gentrification, displacement, construction-cost effects) that the framework should incorporate?
RESEARCH-3: Wage floor disemployment quantitative estimate
Target reviewer: labor economist with credentials in minimum-wage or related labor-market research, ideally familiar with the elasticity literature. Reviewer reads the OIR Section 52 RESEARCH-3 response framework plus the Wage Floors as Tax Architecture document. Specific questions: do the elasticity ranges (negative one-tenth, negative two-tenths, negative three-tenths) span the range current empirical work supports? Do the disemployment estimates calibrate appropriately to occupation-specific wage floors versus single-rate minimum wage? Are there mechanism differences between the platform's occupation-specific approach and the standard minimum-wage literature that affect estimate validity?
RESEARCH-4: Healthcare cost reduction decomposition
Target reviewer: healthcare economist with credentials in health-system cost analysis, ideally familiar with peer-nation healthcare cost structures. Reviewer reads the OIR Section 52 RESEARCH-4 response framework plus the Healthcare Transition Detailed Plan. Specific questions: are the per-capita ranges per cost-reduction mechanism (administrative simplification, drug pricing, provider compensation, utilization) reasonable bounds given peer-nation evidence? Are there cost-reduction mechanisms not represented in the decomposition that should be? Does the decomposition reflect the operational realities of cost reduction (timing of effects, administrative-implementation requirements, transition friction)?
RESEARCH-5: Sovereign Fund 4 percent real return scenario
Target reviewer: investment professional with sovereign wealth fund or large pension fund management credentials. Reviewer reads the OIR Section 52 RESEARCH-5 response framework plus the Sovereign Fund Governance Design document. Specific questions: is the 4 percent real return scenario a reasonable conservative case given current expected-return modeling for diversified institutional portfolios? Are there portfolio compositions that would shift the conservative case meaningfully (more or less conservative)? How does the conservative case compare to actual sovereign wealth fund and large pension fund performance over comparable horizons?
RESEARCH-6: Intersectional pay gap analysis
Target reviewer: labor economist or demographic researcher with credentials in intersectional analysis, ideally with Bureau of Labor Statistics, Census, or Centers for Medicare and Medicaid Services data access. Reviewer reads the OIR Section 52 RESEARCH-6 response framework plus the Gender Pay Gap and Indirect Mechanisms document. Specific questions: does the framework capture the most important intersectional dimensions (race, gender, occupation, region) at appropriate granularity? Are there mechanism interactions (compounding versus offsetting) the framework underspecifies? What additional data sources or modeling approaches would strengthen the framework?
Depth-Development Tracks (Kind B): PERSONA-SIG-3, 4, 5
Each depth-development track item requires substantive new analytical development beyond what the lead author can substantiate. The expert's output is analysis or a framework that becomes part of the platform's documentation. The platform commits to integrating the expert's analysis as a named contribution (the expert receives explicit attribution; the analysis becomes a referenced platform component). Time commitment is heavier than validation tracks: typically twenty to forty hours for a substantive analytical contribution. The platform offers structured engagement (defined scope, defined deliverable, defined integration path) rather than open-ended consultation.
PERSONA-SIG-3: Healthcare provider payment rate-setting mechanism
Target reviewer: healthcare-economics expert with experience in provider payment systems (Medicare rate-setting commission members, Centers for Medicare and Medicaid Services payment-policy staff, healthcare-economics academics). Reviewer reads the Healthcare Transition Detailed Plan, the What This Means For You Healthcare Frequently Asked Questions section, and the Universal Mental Health Access Substantiation document. Output: a Healthcare Provider Engagement supplement document specifying rate-setting mechanism (who sets rates, on what cadence, through what mechanism, with what appeal process), electronic health record integration path, specialty referral process, and malpractice and liability treatment position.
PERSONA-SIG-4: Direct tax clause analysis depth
Target reviewer: constitutional law scholar with expertise in tax clause jurisprudence (academic in tax law or constitutional law; tax-policy practitioners with constitutional-litigation experience). Reviewer reads the Federal Income Tax Revenue Modified Architecture document, the Federal Infrastructure Fee document, and OIR Section 47 entries CON-2 and CON-3 referenced in this item's description. Output: a Constitutional Foundation supplement document or substantive integration into the Federal Income Tax Revenue Modified Architecture document, providing direct tax clause analysis at appropriate depth (Pollock and post-Pollock case law; Sixteenth Amendment exception scope; income-versus-property characterization for the wealth-surcharge architecture), commerce clause foundation for the Federal Infrastructure Fee, and federalism preemption analysis for cross-platform interactions.
PERSONA-SIG-5: Sovereign Fund investment policy framework
Target reviewer: institutional investment professional with sovereign wealth fund management experience (former or current Norway GPFG, Singapore GIC, Abu Dhabi ADIA, or large public pension fund senior staff). Reviewer reads the Sovereign Fund Governance Design document, the Federal Fiscal Impact Analysis Sovereign Fund sections, and the Existing Pensioners document. Output: a Sovereign Fund Investment Policy Framework complementary document specifying asset-allocation policy framework (strategic targets across asset classes), benchmark selection methodology, risk-tolerance encoding, environmental and social and governance integration approach, active-versus-passive split, and home-country-versus-international allocation principles.
Independent Mathematical Audit (Kind C): PROCESS-3
Target audit firm: independent mathematical-modeling audit firm with credentials in Chartered Financial Analyst standards, International Swaps and Derivatives Association reference frameworks, and Federal Reserve SR 11-7 model risk management guidance. Audit scope: the platform's mathematical models (Combined Reform Model, Federal Fiscal Impact Analysis underlying calculations, Sovereign Fund accumulation projections, wage-floor revenue calculations, healthcare contribution calibration). Five audit categories per OIR Section 54: model specification correctness, parameter calibration reasonableness, sensitivity-analysis adequacy, documentation completeness, and code-versus-documentation consistency.
Engagement structure differs from expert review. The platform engages an audit firm (not an individual reviewer) through a formal scope-of-work agreement. Time commitment is typically measured in firm-engagement weeks rather than reviewer-hours; deliverable is a structured audit report rather than a free-form review. Audit-firm engagement requires funding which the platform's lead author cannot provide unilaterally; the audit may be commissioned by an institutional partner (foundation, policy organization, governmental body) interested in using audited platform materials. The engagement plan documents the audit specification regardless of when funding becomes available.
Tribal Government-to-Government Consultation (Kind D): ITEM79-Q3
Target consultation participants: tribal nation governments with infrastructure or land-use stakes in the platform's Federal Infrastructure Fee architecture, engaged through established consultation frameworks. The platform's response framework in OIR Section 53 identifies three architectural elements drawing on Executive Order 13175 (Consultation and Coordination With Indian Tribal Governments), National Historic Preservation Act Section 106 (cultural-resource protection), National Environmental Policy Act (environmental-impact consultation), Indian Self-Determination Act (sovereignty-respecting engagement), and Indian Child Welfare Act (child-welfare considerations where applicable).
Engagement structure differs from expert or firm engagement. Government-to-government consultation operates through formal tribal-government channels (tribal council resolutions, consultation meetings, written government responses) rather than individual-reviewer or firm-engagement patterns. Time horizons are correspondingly longer (typically months or years rather than hours or weeks). The platform's consultation initiation requires either federal-government facilitation (the platform is a federal-policy proposal) or intermediary-organization facilitation (national tribal organizations such as the National Congress of American Indians, regional inter-tribal organizations, or tribal-policy academic institutions). Direct outreach by the platform's lead author is not appropriate to the engagement kind.
Reviewer Onboarding Reading Paths
Reviewers should not be expected to navigate all eighty-six platform files before substantive engagement. Each engagement track has a curated reading path that prepares the reviewer to engage with the specific item. Reading paths are typically two or three documents totaling approximately fifty to seventy pages, sized to fit the time-commitment expectation for the engagement kind.
Validation track reading paths (Kind A)
Each RESEARCH item's validation reading path consists of: the relevant Open Issues Registry section (Section 52 entry for the specific item, approximately two to three pages of response framework); one related platform document on the relevant topic (typically the Federal Fiscal Impact Analysis, Healthcare Transition Detailed Plan, Wage Floors as Tax Architecture, or Sovereign Fund Governance Design depending on item); and OIR Sections 5 and 47 (process limitations acknowledged and item status registry, providing the epistemic context for how the platform engages with uncertainty). Total reading: approximately forty to sixty pages depending on item.
Depth-development track reading paths (Kind B)
Each PERSONA-SIG item's depth-development reading path is more substantive because the expert is producing analysis rather than just validating: the relevant platform analytical document (Healthcare Transition Detailed Plan for SIG-3; Federal Income Tax Revenue Modified Architecture and Federal Infrastructure Fee for SIG-4; Sovereign Fund Governance Design and Federal Fiscal Impact Analysis Sovereign Fund sections for SIG-5); the v3.1.8 P7-P11 Persona Simulations document section establishing the original finding; and OIR Sections 5 and 47 for context. Outreach Templates
Outreach templates are starting points, not finished texts. Each template should be tailored to the specific reviewer (referencing their published work, their institutional affiliation, their stated interests) before sending. Generic outreach is a poor signal of seriousness and produces predictably low response rates.

Audit firm engagement (Kind C)
Audit firm engagement is procedurally distinct: the platform communicates audit scope through a formal scope-of-work document referencing the OIR Section 54 audit specification, the audit firm responds with proposal and quotation, and engagement proceeds through standard audit-firm contracting. The lead author cannot unilaterally fund the audit and therefore cannot unilaterally initiate firm engagement. The engagement plan documents the specification regardless of current funding status; when an institutional partner interested in audited platform materials emerges, the specification is ready for use.
Tribal consultation initiation (Kind D)
Tribal government consultation is initiated through established channels rather than direct platform-to-tribal-government outreach. The appropriate initiation is one of: federal-government facilitation if the platform reaches enactment-consideration phase (consultation through agency channels); intermediary-organization facilitation through national tribal organizations or tribal-policy academic institutions before enactment-consideration phase. The platform's lead author is not the appropriate initiator of government-to-government consultation; the engagement plan documents the consultation specification for whichever facilitating party becomes appropriate.
What This Document Does Not Address
This document specifies the platform's external-engagement framework at the level of structured invitation. It does not constitute commitment from any specific external reviewer; outreach execution is a separate activity. It does not substitute for the actual external review; documented engagement specifications are the precondition for review, not the review itself. It does not address the eleven OPEN N PERSONA-MIN items that remain in subsequent-iteration scheduling status; those items are tractable at architectural-intent level the lead author can substantiate (analogous to the v3.1.10 Self-Employed and Gig Worker Implementation treatment) and do not require external engagement. It does not address future external engagement that may arise from the current eleven items being closed; new external-expertise items may emerge from subsequent persona simulations or fresh-angle audits, and the engagement framework can extend to them with the same kind-classification approach.
Coverage Update: RESEARCH-8 (Pillar Eight Cost Validation)
RESEARCH-8 was added to Section 47 in v3.2.1 after this engagement plan was originally drafted in v3.1.11. This entry extends the plan's coverage to that item. Engagement target for RESEARCH-8: labor economists with paid leave program economics expertise; specifically researchers who have published on FAMILY Act modeling, CDPP/PFL state program scaling, or international paid leave program design. Reviewer profile: PhD-level labor economist or health policy economist with paid family leave specialization. Specific questions: (1) is the cost estimate range of $40-60 billion per year at maturity consistent with FAMILY Act modeling and adjusted-scaling from existing state programs (California PFL, New Jersey FLI, New York PFL); (2) is the contribution rate calibration of 0.4 percent combined payroll approximately right; (3) what design choices most affect the cost projection. Time commitment: four hours. Output format: written response with empirical anchor citations.
